Verde’s Home Heating and Cooling Program improves the energy efficiency of homes in Portland.
The program helps people save money on their heating and cooling costs, while also lowering their environmental impact by reducing energy consumption. Our current program installs both ducted and ductless heat pumps.
You may qualify for a no-cost or low-cost energy-efficient, affordable heat pump to heat and cool your home. If you qualify, our coordinators will work with you to schedule an appointment with an HVAC technician to install your new system. Find out if you qualify by scheduling a Free Home Energy Assessment.

Cost Savings - Heat pumps are between 2-4x more efficient than traditional furnaces and boilers. The average household can save $370 per year, with some homeowners saving nearly $1,000 per year.
Environmentally Friendly - Heat pumps are a comparably energy-efficient, reducing your carbon emissions.
Durable - If properly maintained, heat pumps can last for up to 25 years.
Low maintenance - Maintenance includes cleaning filters, removing dust, clearing leaves, and checking for refrigerant leaks.

Income Requirements:
Household Income is below 60% of the State Median Income (Current State Median Household Income)
If you are BIPOC (Black, Indigenous, Person of Color), Elderly, or Disabled, you qualify with a Household Income that is below 80% of the Area Median Income (Current Portland Median Household Income)
If your Household Income is below 80% of the Area Median Income but you are not BIPOC, disabled, or elderly, you are still eligible, but it may not be free. We can offer Standard Energy Trust of Oregon deduction, which is about $1,800 for a DHP in a single family home.

Your household heating and cooling system is fully electric or you have no current working heating system. For example, nonfunctioning heat pumps or ductless heat pumps will qualify, nonfunctioning electric furnaces qualify, and nonfunctioning oil furnaces often qualify.
