Verde’s Home Heating and Cooling Program improves the energy efficiency of homes in Portland.

The program helps people save money on their heating and cooling costs, while also lowering their environmental impact by reducing energy consumption. Our current program installs both ducted and ductless heat pumps.

You may qualify for a no-cost or low-cost energy-efficient, affordable heat pump to heat and cool your home. If you qualify, our coordinators will work with you to schedule an appointment with an HVAC technician to install your new system.   • Increased Comfort - The heat pump will efficiently heat and cool your home at your pre-determined temperature, even during extreme weather events.

  • Income Requirements:

    • Household Income is below 60% of the State Median Income (Current State Median Household Income)

    • If you are BIPOC (Black, Indigenous, Person of Color), Elderly, or Disabled, you qualify with a Household Income that is below 80% of the Area Median Income (Current Portland Median Household Income

    • If your Household Income is below 80% of the Area Median Income but you are not BIPOC, disabled, or elderly, you are still eligible, but it may not be free. We can offer Standard Energy Trust of Oregon deduction, which is about $1,800 for a DHP in a single family home.

  • Your household heating and cooling system is fully electric or you have no current working heating system. For example, nonfunctioning heat pumps or ductless heat pumps will qualify, nonfunctioning electric furnaces qualify, and nonfunctioning oil furnaces often qualify.
