September's last day was a day to celebrate, as community, labor, educators, energy advocates and governments came together to sign the Community Workforce Agreement for the Clean Energy Works Portland project.  Guided by the concepty of equity, the Agreement 's unique, first-in-the-nation goals offer a real chance to connect low-income people and people of color with the economic benefits of protecting the environment.
